What happens when 2nd, 3rd and 4th tier humans become empowered? (I know that statement is extremely offensive to some, but reality can in many instances be offensive. Reality does not care about what you think you are). The theory in the West, specifically in America is that human beings are equal before the law. And that does not mean in any way that we are equal in all potentials.
