NATO will continue to do its part to strengthen security in the Arctic."

Six of one or a half dozen of another, the apparent end result fulfills the essential strategic goal of America "Owning" / "Buying" Greenland is going to apparently actually take place. Permanent military security control over Greenland is what the president determined was essential, and that is what will happen.

Make a plan, determine what must be accomplished, establish a goal, negotiate, CHAOS, renegotiate, more CHAOS, finalize negotiations and implement plan, fulfill goal.
