"The Department of War was dissolved after World War II by the National Security Act of 1947, which merged the Army and Navy departments and created a new Air Force, jointly known as the National Military Establishment (NME), during the presidency of Harry Truman.
The NME was renamed the Defense Department in 1949. The name was chosen in part to signal that in the nuclear age, the United States was focused on preventing wars.
"The Department of War traces its origins to the committees created by the Second Continental Congress in 1775 to oversee the Revolutionary War."
WHY?
The name change is the answer to this: "Xi hosted Vladimir Putin for talks at the Great Hall of the People and then at his personal residence, calling him his "old friend". A few hours later, Kim Jong Un's armored train was spotted by a Reuters witness arriving in the Chinese capital."
Now the name change makes more sense to you. This potential for war and world dominance is what is on the horizon and the signaling from the one side and being answered by the other is clear.
Weakness is not an option.
